I don´t have "The West has a birthday!" quests here and I just got them in my regular worlds! What´s wrong?

You probably started them at New Year when the quest requirements were broken. Try skipping ahead to the questgiver and you might have more luck.

I think the questline is bugged for repeatables. Once you get past the step where you get the picking oranges instructions, the quest does not continue.

Just ignore it for now, it's just a dummy icon for something planned next week. It'll be fixed on Monday morning.
