All of the items will be improved eventually, but not with this update, more likely with the respective shop item improvement.

I see that Green clothing set gives impressive "+5% Experience from jobs, duels and fort battles" for 6 items, when it is available Green skirt giving 10% experience.

I wish they let us players do it for free.
This is such a waste of precious time and disappointment every time.

And will we spend the next few months of "development" on releasing the whole rainbow of similar sets?

It's ok to change old items and add new sets, but make them useful, not only for the sake of updating the game. 90% of the items changed from recent updates are too weak to be used. And hats are OP. Hats used to have (alongside necklaces) the lowest bonus from all clothes. But these updated hats are OP and the other items are too weak. I understand that it would have been a bad idea to update blouses, pants, belts, boots and scarves in the same way, because it would have made the sets (even the new ones) weak and ruin the balance, but I don't think updating other clothes with unnecessary bonuses fix something. Too much time is wasted with this type of updates.
