Is William Penn's revolver logo broken or it's intended to be this way?

Looks fine to me, what would be broken about it?
|Well, there is a revolver image and on top of that, a looking glass (or something alike) that emanates light. There is also a bar bent in a circular way, next to it.

Don't know what to make of this...

Is this the way it suppose to look, does it have a meaning?

It's kind of the same as a modern gun with a flashlight attached, except they didn't have flashlights back in the day.
