Money Transfer Feature?

There is a new Money Transfer feature in Town Banks. As far as I can tell, this will allow a bank, or individual from a town, to send another character money. Has anyone tried this yet, and how is this supposed to work exactly? We've been told forever that helping people with money through items sales in the game is not allowed, but this seems like a complete reverse of that rule.

Am I misunderstanding what this function is for?

Well this was written on the .net forum...

Money transfer is already a feature within the game, however it has been disabled on EN. Once 2.0 has arrived it will remain disabled.

The money transfer has been in the game for more than a year now, introduced with 1.31.
