Heading into a new adventure

After the quest Heading into a new adventure (the first journey) you are supposed to go to see a member of Waupee's Tribe. I thought from when I played in other worlds this was Little Eagle. I cannot find any other quest givers on the map and have even tried going to Waupee's village, but there is no further quest there?? What am I doing wrong??

Finally, after over 2 hours the white dot marking a quest giver appeared. I tried refreshing and logging in and out but it still took this long!
