Bank/ Town Treasuary Question

Why is it when I (or any visitors to my town) put money in my bank the town treasury only gets half of the fee charged? Also, I have a level 2 hotel, but when people stay there the town does not see any of the fees. Is this a bug or is this the way it is supposed to be? I have never been a founder of a town before.

Both are supposed to be like that. You do not get anything from people staying in your hotel, and you only get half of the charged fee.
